Advisory Referendum Asks Voters About Smoking Ban

A proposed statewide smoking ban passes the Illinois Senate. Now it's on to the House. But before local lawmakers vote they get to hear how people in Winnebago County feel about the issue.The Smoke Free Illinois Act would ban smoking in all indoor public areas, including bars and restaurants, and within 15 feet of an entrance to a public building. 16 states have similar laws. Tuesday Winnebago County voters who don't live in Rockford will answer the question "Should Illinois Do the Same?"When voters in Winnebago County head to the polls they'll do more than just pick elected leaders. Also on the ballot is an advisory referendum on the state-wide smoking ban. Loves Park Alderman Clint Little filed a petition to get the smoke free question on the ballot. "My hope is that with the passage of this public referendum it'll let our state representatives in the area know how we feel and that their vote is very important to those they represent and the people who want to keep smoking in public places. They have the same opportunity as those who don't."Smoking ban proposals in Rockton and Machesney Park lost steam. Little says individual communities are afraid to pass a ban, worried about tax revenue going to surrounding areas that allow people to light up. Little says, "I haven't tried here because I know it wouldn't even get a second but I feel that in talking with the council members, and other people who represent districts across the state that a statewide ban everyone's in favor of because it equals the playing field."Little will get some help from the local chapter of the American Cancer Society. Volunteers are calling voters to let them know about the question and encourage them to weigh in. Heather Higgins says, "Eight Illinoisans die everyday from exposure to second hand smoke so we want to make sure the voters of Illinois have the chance to weigh in on this issue."The American Cancer Society made similar calls before the Senate voted on the bill. Candidates' Forum

Well, I had the opportunity as I do every election year in attending the North Suburban Library's Candidates' Forum. Most of the candidates who are in contested races showed up to inform us on their positions and even answer questions following the event.
Out of the candidates I was really impressed with Christopher Web. He is a nineteen year old graduate of Harlem High School; he is currently in college and has decided to vie for a spot on the Harlem School Board. I was very impressed with the way he handled himself, his ideas and the energy he wants to bring back to the district. I really feel he would be the best candidate out of those running. This race you will vote for up to 3 candidates. There were two other candidates who were present for questions and statements: Sandi Johnson & Heather Kelly. Candidates Linda Young & Gloria Kelly-Maloney did not attend.
Library Trustee Stacie Gentry I believe will continue to work hard for the Library District. Stacie Gentry attended the forum as she does with many events the Library holds letting us know what the library offers and what she will continue to do as Trustee.
Remember to watch for the voters guide in the paper and to vote April 17.

Illegal Fireworks Here in Loves Park

Every year dangerous and illegal items such as cherry bombs, m-80's and firecrackers cause numerous injuries to both adults and children and illegal bottle rockets along with many other flammable items cause thousands of dollars in property damage.

Parents may be held liable for any damages or injuries caused by their children's use of illegal fireworks.

Loves Park police will be out watching for illegal use of fireworks. We announced at City Council last week that if you have neighbors shooting off these illegal items to call the Loves Park Police and supply them with the address(es) and they will investigate and resolve the situation.
Watching fireworks is fun and can be a wonderful end to the day's festivities, if done by professional that are licensed. If done illegally by amateurs the results can be just the opposite, with possibilities of property damage or injury.

Four suggested guidelines for communicating with your children about illegal fireworks:

Set an example the most important thing parents can do for their children is to set a good example! - If you use illegal fireworks and make it a normal part of your Fourth of July celebration, don't be surprised when your children mimic your behavior.

Be factual! It is important to address the issue of illegal fireworks at a young age. If your child asks a question about illegal fireworks, be prepared to respond simply and factually and to lay the groundwork for a dialogue later on. Remember illegal fireworks are a year-round problem not just one that occurs around the fourth of July. - In discussing illegal fireworks with children, it is always best to stress the immediate consequences or impacts on themselves and the people around them. Use this guide to help them identify illegal fireworks and how to report their use to your local fire or police department.

Be aware of outside peer pressure! To children, peer pressure is more important than any other influence outside the family in effecting the use of alcohol, drugs or engaging in other dangerous activities such as the use of illegal fireworks. - Parents can encourage children to think for themselves ... To be self-reliant and independent ... To recognize the times when they should do what their friends do and the times when they should stand alone and do what they think is right.

Seek professional advice if needed! - If your child is engaging in activities to which you are opposed and can't seem to control, the best thing to do is seek professional advice immediately.

The Parks Chamber Mary Ann Clibbery Memorial Garden

This Memorial Garden was made possible from the support and efforts of family and friends of Mary Ann Clibbery along with the Chamber and its members. Mary Ann will continue to have a possitive effect on our communities and though she is gone she will not be forgotten.

Safety starts at home

As we are well into the summer time weather there should be a few things to remember.


The winter months often wear on the address numbers posted on your mailbox or home. Take a look where you have these numbers posted and ensure they are easy to read from the street. If you have an emergency time is very important and finding the right home is essential.

It is also a good idea to check all smoke alarms that they are functioning and the batteries are replaced. Adding a couple of carbon dioxide detectors would not hurt either.

As, we have recieved a substantial amount of rain make sure your property does not have places that will allow standing water. These areas can include empty containers, kiddy pools, pop cans, tires bird feeders or many other places which does not allow water to drain. Kids are out and about with the warm weather watch them because they might not be watching you. Drive at the most the speed limit, give yourself time to stop if you have to. If you are having problems with speeders give me a call and I will get some police patrols into your neighborghood for speed limit enforcement.

On The Waterfront Announces line-up

OTW anounced today some of their lead acts for the 2006 festival. Friday, September 1, Pat Benatar & Neil Giraldo will play the Miller Lite Great Lawn Stage. Cheap Trick is set to play Saturday, September 2, (same stage MLGLS). Ted Nugent will headline on Sunday, September 3, (same stage MLGLS). OTW states there will be over 150 performances scheduled this year and these bands are just a taste of what to expect for the festival.

Water Main Flushing

Loves Park will be flushing their water mains in selected parts of the city.

The areas that this may affect are Harlem Road, Applewood Lane, Riverside Boulevard and the eastern city limits.


The City will be flushing the mains Tuesdays through Fridays. This could stain clothes if you do laundry durring these times. Flushing will start June 20 and will be ongoing for four weeks.

Board of Local Improvements to introduce new road plan

The Board of Local Improvements will meet in the Loves Park City Hall Auditorium tonight Wednesday, June 7 at 5:30 pm to discuss a reduced road plan for areas east of I-90. The project will be cut from the proposed $30 million (at the May 17 meeting) in road improvements to half that and the Board will have available the new plans for the area.


We had a full house for the May 17 meeting; so, if you plan to go, make sure you give yourself the time needed to arrive and get a seat.

Update: June 8, 2006

The revised proposal seemed to have the blessing of those who attended the public forum June 7. The remainder of the roads removed from the proposal will be paid for and constructed as needed with the developers paying for the improvements.

Winnebago County New Web Site

Winnebago County has announced a re-designed web site with new tools to serve the residents of Winnebago County. It is easier to navigate opposed to their old site and has a lot more to offer. It has eye catching flash animation featuring photos from different communities here in Winnebago and links to local municipalities.

Well, I am glad they are working to stay current on technology; information is power and having a site that provides a portal into this community helps promote our area socially and economically.

Rockford Postal Service Consolidation Forum

Monday, June 5, 2006 at 6:30 pm there will be a public forum held to give input into the moving of the Rockford postal processing service to the Palatine facility. Congressman Don Manzullo helped create this venue to give the citizens and postal workers of the area an opportunity to let the US Postal Service know what our views are. 50-100 jobs will be possibly reassigned to facilities within a 100 mile radius if this measure is approved not to mention the possibility of poorer service.



The counties that would be affected by the potential processing center move include Winnebago, Boone, Stephenson, Jodaviess, Carroll, Whiteside and Ogle. The open forum will be held on Monday night, June 5, at 6:30 at the Northern Illinois University Rockford Education Center. The center is located at 8500 E. State Street in Rockford.

Manzullo: Postal Service Agrees to Weigh Public Concerns on Proposal to Reroute Rockford Mail Through Palatine

[WASHINGTON] Calling it a "tremendous victory for the people of northern Illinois," Congressman Don Manzullo (R-IL) today said the U.S. Postal Service has agreed to hold a public forum in Rockford to consider the people's concerns on the proposal to transfer mail processing operations from Rockford to Palatine.

Manzullo met this afternoon with U.S. Postmaster General Jack Potter, who informed Manzullo that the Postal Service was extremely concerned about prior evidence Manzullo had submitted on the Rockford "Area Mail Processing" study. To hear further concerns from the people, the Postal Service decided to hold a public forum in Rockford. The study that will determine the feasibility of transferring the work will resume and a public forum will be scheduled in Rockford. The study will be completed by July 1, the Postal Service said.

"This is a tremendous victory for the postal workers whose jobs have been threatened and for the people of northern Illinois because the Postal Service has now agreed -- for the first time -- to listen and consider their concerns," Manzullo said. "I know the evidence we have collected to date and continue to collect each day will help the Postal Service realize that transferring Rockford operations to Palatine would be huge mistake."

Potter added, "These are changing times for the Postal Service. The hard copy mail marketplace is evolving and changing, and we need to explore options to keep our costs as low as practicable. Our goals are two-fold: first, to provide the highest level of universal service at affordable rates, and thus we have a fiduciary responsibility to consider all alternatives; second, to ensure that we continue to maintain the level of service our customers in Rockford are accustomed to."

Last December, the Postal Service announced it was conducting the study to determine whether to reroute all outgoing mail from zip codes starting in 610 and 611 through the Palatine sorting center near Chicago instead of the Rockford center. Affected zip codes include communities in Boone, Winnebago, Stephenson, JoDaviess, Carroll, Whiteside, Ogle and Lee counties. The postal service was scheduled to complete the study in late December 2005 and announce a course of action in January 2006. The Rockford study is one of dozens the Postal Service is conducting around the United States.

During a meeting in late December, Manzullo was able to convince the postal service to halt the study and delay its decision to give him and the people of northern Illinois an opportunity to show why the Postal Service should continue processing mail in Rockford. Since then, he has received scores of letters from citizens in the region explaining their tremendous satisfaction with the Rockford mail processing operations as well as serious delays they have experienced when their mail has been routed through Palatine. In addition to the delays, more than 50 jobs would be lost in Rockford if operations were shifted to Palatine. The change would also eliminate the Rockford postmark.

Manzullo has rallied the support of U.S. House Speaker Dennis Hastert, Congressman Lane Evans (D-IL), and U.S. Senators Dick Durbin (D-IL) and Barack Obama (D-IL) in his quest to keep mail processing operations in Rockford. In addition, Manzullo has collected resolutions of support from 13 municipalities and two counties in northern Illinois.

As Chairman of the U.S. House Committee on Small Business, Manzullo had contemplated holding a committee field hearing in Rockford to examine the problems the mail processing study would cause for area small businesses. The Postal Service's decision to have a public forum in Rockford has eliminated the need for the field hearing.

Calling all single ladies looking for love or a chance to be on television

You may or may not know that reality (or the lack of) t.v. is pretty popular in today's culture (or lack of again). Well, unfortunately, I must admit I do like watching the Amazing Race (not every week, but off and on when I have the opportunity). It is the thrill of seeking out clues and competing againts the wits of others in a race around the world. You get to know the frustrations and accomplishments of team members as they compete for prizes along the way to the finale' with a grand prize of one million dollars.

Well, the city of "Love"s Park is going to be one of the spots for a casting call not for the Amazing Race, but for the ninth episode of the Bachelor.

ABC officials will host open-call auditions for the next season of “The Bachelor” from 4 to 8 p.m. Friday, June 9, at Stadium Auto Plaza, 4020 McFarland Road in Loves Park.

Play Ball! River Hawks Opening Night.


























The River Hawks first game in their new park may not have been exactly what they wished for. The stadium is awesome and there was not a bad seat in the house, unfortuantly the River Hawks were edged out by the Otters. The game may go into the loses column, but the season opener was a big win. The fireworks display after the game was very nice and the River Hawks even had the band x51 (they had a nice sound) preform to close out the night's event. I look forward to support our home team in their upcoming games. They plan on having over forty home games this year. Good luck and let's bring home another championship!

Olson Lake open for business





Hit the beach and beat the summer heat. It was announced that the beach is now open at Olson Lake inside Rock Cut State Park.

Olson Lake Beach will be operated this summer (Memorial Day weekend to Labor Day weekend) by contract of Beachwater Lifeguard & Lake Patrol. Young at Heart pictures









Young at Heart went well this year with one of the nicest weekends to boot. The Loves Park Firfighters' Association did well at their annual food tent and this year held a raffle to benefit the association. First prize was a mini 55cc chopper second prize was $250 and third was $100. Congratulations to all those who won (none of my tickets were drawn, but more importantly I am glad to continue my support for our brave firefighters. Remember they are well trained, dedicated and sometimes we forget volunteers) and to the association for another successful year.

This was my son's first Young at Heart and we look forward to the many more to come.

Young at Heart Parade

What a difference a nice day makes when walking the Young at Heart Parade route. It was a beautiful day a little humid, but still beautiful whether you were walking or watching. Rain or shine (mostly rain) citizens from all over come to line the route and celebrate Memorial Weekend as we give tribute to our troops both past and present. Veterans, elected officials, public safety departments (police, fire and ambulance vehicles and personnel), girl & boy scouts and many local businesses participated. This parade always has good participation and attendance.

Saturday started with a bang as we the Loves Park Officials led the parade along N. Second from Woodward Governor to Windsor Rd. The day will continue with other YAH events around the city and the night will end with a bang as we fire off one of the largest firework displays yet at 9pm. Come to the festival grounds or find a seat near by; the fireworks can be seen from practically anywhere in the city. Hope you enjoy the weekend and remember to honor all those who serve our country.

May 25, 2006 - The RiverHawks will open their new stadium with a celebration over a two-day period, linking Rockford’s rich baseball heritage with the modern amenities of the new era for baseball in the region, including the Chicago White Sox World Series Trophy and fireworks.


The celebration begins with the following communities declaring May 31--the date of the RiverHawks' home opener--as “Rockford RiverHawks Day”, reinforcing the regional nature of the RiverHawks and their new, state-of-the-art multipurpose entertainment facility: Pecatonica, Durand, Byron, Rockton, South Beloit, Roscoe, Beloit, Belvidere, Rochelle, Poplar Grove, Rockford, and Loves Park.

The fun continues with an old-fashioned pep rally Tuesday, May 30 at 11:30 a.m. in downtown Rockford near Stewart Square. A Dixieland band will warm up those in attendance during the lunch hour, and American Bottling will provide free beverages. The stage—supplied by Rockford Park District—will include several RiverHawks players; Rockford Mayor Lawrence Morrissey; three Rockford Peaches: Doris Johnson, Aldine Thomas, and Helen Wayatt; Mark Herrman portraying Rockford native, and member of the National Baseball Hall of Fame in Cooperstown, Albert Spalding; Rockford baseball historian Ken Griswold; a Rockford Cubbie representative; Loves Park Mayor Darryl Lindberg; and Rocko the RiverHawk mascot.

At 12:30 p.m. the assembly will caravan in a trolley to the Discovery Center Museum on North Main Street. In front of dozens of school children, the staff will compare pitches thrown by a RiverHawks player and Spalding, who will pitch in the manner of the earliest players with a replica ball from that time period. Spalding organized the Rockford team that was one of the founding members of today’s National League of Professional Baseball. The Museum will also display a RiverHawks uniform in their sports in action exhibit. The caravan will continue to the site of Beyer Stadium, where the Rockford Peaches played during World War II, at approximately 1:30. The Peaches will play catch with today’s RiverHawks and will discuss the history of the team.

The caravan will leave at about 2:15 to go to Marinelli Field, where a Rockford Cubbie re-enactor will play catch with a current player in the stadium used by the Rockford Reds, Cubbies, Royals, Expos, and RiverHawks. There will be a talk on the history of the teams that used to call Rockford home. The caravan will then make its way to Midway Village & Museum Center where the ball that will be used as the first official ball in RiverHawks Stadium will be stored in a display case overnight.

The fun continues the next day, May 31, beginning around 4:30 pm. The Midway Marauders, Midway Village’s old-time “Town Ball” team, will play catch with today’s RiverHawks. The trolley caravan will then carry participants to RiverHawks Stadium. At the stadium, the caravan will be greeted by the 2005 Chicago White Sox World Series Trophy, which will be on display beginning at 5:00 p.m. Fans may have their pictures taken with the trophy.

On-field festivities will begin at 6:30 p.m. The participants will include representatives from Rockford regional youth boys and girls baseball and softball teams, the Junior RiverHawks, a youth travel team. The mayors of the communities listed above will throw out ceremonial first pitches. The Rockford Peaches will be recognized on-field. Miss Rockford 2006 Christina DeVoe will welcome visitors to the park.

There will also be post-game fireworks sponsored by U.S. Cellular and Cumulus Media. Fans are encouraged to get their tickets now for Opening Night, as they are selling fast and are in limited supply. Also, fans are reminded that only season ticket holders are assured of an opportunity to meet Danica Patrick at the ballpark on July 18.

Invensys Building Systems Aquired

Schneider Electric further consolidates its global position in building automation!

This acquisition follows the acquisition of Invensys Advanced Building Systems (ABS EMEA) completed in July 2005 and will be very complementary with Schneider Electric’s building automation platform. IBS generated revenues of $142 million for the fiscal year ended March 31, 2006, with operating profit of $20 million. The company is a leading provider of building automation products and services in North America with interesting positions in Asia. IBS has over 100 years of experience in the industry and benefits from excellent reputation and renowned brands such as Barber-Colman and Com-Trol.


The market of Building Automation and Control systems represents significant growth potential for Schneider Electric. The acquisition of TAC in June 2003 enabled Schneider Electric to become a major player in this market. The subsequent merger between TAC and Andover Controls, acquired in July 2004, and the acquisition of ABS EMEA in July 2005, further re-enforced Schneider Electric’s position, both in Europe and in the US. The IBS acquisition will bring significant revenue and cost synergies, forefront distribution channels and an experienced management team. IBS will significantly enlarge TAC’s installed base, expand its distribution capability in North America and Asia and bring the Schneider Electric Building Automation platform to a new scale.


IBS’ acquisition fits perfectly with Schneider Electric’s growth strategy developed over the last 3 years. Jean-Pascal Tricoire, CEO of Schneider Electric, commented: “ IBS North America and Asia fits logically and naturally in our building automation platform. TAC and IBS teams will be joining forces to grow their business on a global scale and to bring increased benefits to their customers.”


Subject to regulatory approvals, Schneider Electric will pay $296 million in cash to acquire 100% of the IBS business on a cash-free debt-free basis and to obtain the benefit of a 338 (h) (10) US tax election which has a total net present value of around $60 million. Schneider Electric expects that this acquisition will meet its Return on Capital Employed criteria within 3 years from completion.

North Second/Illinois 251 Redevelopment Project

As the subscribers of my free newsletter know the Loves Park City Council has been working on revitalizing the North Second Corridor. We approved last year hiring a consultant to study and develop a TIF proposal. This was the same consulting firm that developed the 173 Corridor TIF District for Machesney Park. Recently a new firm has taken this project over and they are finalizing the proposal. A preliminary meeting was held for the public, Community Development Committee and other elected City Officials to view possible visions of the corridor. Photos of properties enhanced by vegetation and facade changes along with adding open spaces, parking and pedestrian friendly amenities (bike racks, bus shelters, benches, ect.). Those who attended the meeting liked what they saw and had a lot of comments and praise. Surveys were sent to those in attendance to fill out and return to the city. We have received many responses and look forward to the next steps.

Signage is a big deal! Look at the signage before then after also notice inlaid brick asphalt cross walks and vegetation.
Inlaid cross walks, reduced signage, added vegetation and similar facade. These improvements are small and fairly inexpensive, but have a high impact on the N. Second Corridor.
Multiple occupant buildings combine facades with added vegetation. With the help of the TIF these simple examples could be accomplished.

There are many more examples along with discussions on public parking areas and parks; the possibilities are almost endless.

The Community Development Committee that I sit on met Last night, Wed., May 24, 2006 to get an update on the progress of the TIF and discuss possibilities for commercial layouts along with other attributes for the corridor.

Our committee will also start meeting regularly to discuss design standards, commercial layouts, pedestrian mall/walkways and any all items pertaining to this corridor. We were told that if the progress of the TIF District continues we could have it in place by the end of the year.

This District will help Loves Park and the many other taxing districts that it lies within. I know that public input is very important and I continue to strive to involve and inform you of what is going on here in Loves Park; if you have any questions or suggestions for the TIF contact me and I would be more than happy to talk with you.

New Board Member chosen

The Harlem School Board will meet May 31, 2006 at a specially scheduled meeting to choose one of seven candidates to fill the vacancy left by Debbie Kerr's resignation. The School Board meetings start at 7pm in the Harlem Administration Center, 8605 N. Second St. Machesney Park and these meetings are open to the public.

Weed/graffiti code violation enforcement

It is that time of year again when the rain comes and the weeds and grass are growing like (excuse the pun) "weeds". Remember, if you are having problems with surrounding property owners in regards to property maintenance send me an e-mail so I can contact you to resolve the problems. Also, everyone knows since being on the council I have truly been combating graffiti in our district and the City. We have taken this unlawful attack on our community very seriously and have made great strides in eradicating it from Loves Park. As stated in previous publications I have pushed for stricter guidelines for removal along with better police and code enforcement cooperation to reduce and eliminate this here in our city. As long as we work together to identify these areas we can remove it quickly leaving the criminals no canvases for their work. This is the best solution other communities have found. The criminals’ goal is for the graffiti to stand for all to view so it becomes useless for them to paint property only to have it removed. Once again if you see graffiti here in Loves Park please notify either me directly or City Hall.

We have already had a bit around the city this year, but it has been removed and we will continue to do so with your help.

Tobacco Compliance Sting

Local retailers in the area have a responsibility to restrict minor access to tobacco products not to mention it is the law. Recently, 38 local businesses were targeted for compliance and all 38 Loves Park businesses passed.

I am glad our businesses see how important it is to comply with the law and also protect our children from the dangers of these products.

Loves Park Dare graduates 75

With the growing need to educate and protect the lives of our children about the dangers of using drugs the DARE program is doing just that. Loves Park is on the offensive largely with the efforts of Officer Randy Jones. Here is a recent article regarding the latest graduates from one of our local grade schools.

This weekend (Fri., May 19- Sun., May 21) at Cherryvale Mall center court the Loves Park Police Department has a display booth with a squad car and our Dare corvette that was seized from a past drug bust. Take your kids with you to visit the booth and say hi to Officer Jones. There are many other police departments and armed forces (Army, Navy, Air Force and Marines) with booths. While attending this year's exhibit I had the opportunity to try the Army's virtual training range, better than any video game on the market (though not a toy). This is a great educational event for adults and children and gives you the opportunity to meet our officers in a positive environment

Young At Heart Festivities

Young at Heart(YAH) will be held Friday, May 26 – Monday, May 29 at the Loves Park City hall grounds 100 Hart Blvd. just off Riverside Blvd. This has been a wonderful memory growing-up in Loves Park for me and I am glad to be apart of the festivities. There will not only be attractions at City Hall, but events happening around the city such as the YAH fishing derby in Martin Park and YAH parade on North Second Street.
