New feature added "Welcome to Virtual Town Hall"

This new feature allows those visiting, to talk live with Alderman Little when he is online and to leave instant messages for him when he is not. The Virtual Town Hall area is located in the right sidebar under the heading Virtual Town Hall. Simply click the screen name and personalize it, then talk away. It is just that easy.
